Can I connect my 3G phone to my laptop and get internet?

I will be taking a trip to NYC in October. I'm traveling on an Amtrak train with no internet. Can I connect my 3G phone to my laptop and get internet on the train? I really need something to do on the train besides a book, looking outside, and movies. thanks for all answers.
