Mods for Gta iv playstation 3?

I have a ps3 and have seen some pretty cool vehicle mods on Youtube of GTA iv. how would I download a vehicle mod and use it on GTA iv? What is the procedure?
I'm pretty sure mods are only for the PC version. You can't just "mod" PS3 software data.
You can only mod in the PC version
